SWM files are Split WIM archives — a WIM image broken into multiple chunks small enough to fit on a FAT32-formatted USB stick. Microsoft's own Media Creation Tool produces SWMs when an install.wim larger than 4 GB cannot be written to a FAT32 boot drive.

Archive files are containers — they are only as safe as what they contain. A .swm from a trusted source is fine; one received from a stranger can hold malicious executables, scripts, or files engineered to exploit bugs in your archiver. What is the maximum file size?
